Brimex Energy’s RNG (renewable natural gas) facility in Lagos de Moreno, Jalisco, has become the first renewable thermal project in Mexico to be registered on the CleanCounts Registry, enabling the plant to generate Renewable Thermal Certificates (RTCs) for verified renewable energy output. The registration creates a formal tracking mechanism for the environmental attributes of biomethane produced from organic waste and connects the Mexican project with a North American energy-attribute certificate system.
The registration followed an independent engineering review by EcoEngineers, which found no exceptions, according to information released by Brimex and CleanCounts. The announcement was made in early September during the Mexico Carbon Forum in Aguascalientes and the Renewable Energy Markets conference in Washington, DC.
Brimex converts dairy, swine and tequila waste into energy
Located in Lagos de Moreno in the Altos de Jalisco region, the Brimex facility uses anaerobic digestion to process organic residues from several industries.
The material is processed through three anaerobic digesters. The resulting biogas is used to generate electricity for the commercial grid, while a portion is upgraded into biomethane for use as vehicle fuel. The facility also produces digestate that is sold as a biofertiliser.
Brimex sources waste from companies including tequila producers Teremana and Campo Azul and food companies Grupo Lala and Sigma Alimentos, according to the project announcement.
The model gives the facility two connected functions: diverting organic waste from conventional disposal routes while recovering energy in the form of electricity and renewable gas.
CleanCounts registration enables Renewable Thermal Certificates
The CleanCounts registration is significant because it provides a formal accounting system for the renewable attributes associated with Brimex’s biomethane production.
CleanCounts operates separate electricity and fuels registries. Its fuels registry covers biogas, RNG and hydrogen, with one certificate representing one dekatherm of fuel energy. The organisation says certificates are assigned unique identification numbers and tracked from issuance through retirement.
For Brimex, the registration allows the facility to generate Renewable Thermal Certificates, or RTCs, for verified renewable thermal energy production.
Each certificate records information including the energy resource, production location and generation period. This creates an auditable chain of custody for the associated environmental attribute and is designed to prevent the same unit of renewable energy from being claimed more than once.
CleanCounts says its platform has issued more than two billion certificates and describes its registry as North America’s most expansive system for energy attribute certificates. Its fuels registry specifically covers renewable natural gas and other renewable fuels.
Independent verification supports Brimex’s certificate issuance
EcoEngineers carried out the independent engineering review of the Brimex facility and serves as the project’s independent reporting entity, providing verified generation data to the registry.
This verification step is important because registration alone does not establish the physical production of renewable energy. The registry depends on independently supported generation data to establish the volume of energy attributes that can be represented by certificates.
For buyers, auditors and other market participants, that distinction is central to the value of an energy attribute certificate: the certificate must be linked to a defined quantity of energy produced at an identifiable facility during a specified period.
Brimex holds Mexico’s first federal biomethane permits
The CleanCounts registration follows another regulatory milestone for Brimex.
The company obtained a federal permit from Mexico’s SecretarÃa de EnergÃa (SENER) for biomethane commercialisation in February 2026. Mexican publication El Economista reported that the permit was the first national authorisation for biomethane commercialisation and allows a maximum commercialisation capacity of 12,456 cubic metres per day.
The permit follows Brimex’s earlier federal authorisations relating to biomethane production. Clean energy industry reporting identifies Brimex as holding Mexico’s first federal permits covering production, storage and commercialisation of biomethane.
The February permit therefore provided a regulatory foundation for commercialising the renewable gas, while the CleanCounts registration adds a separate layer for tracking its renewable environmental attributes.
Cyan Energy to manage Brimex’s registry account
Brimex’s CleanCounts registry account is held through Cyan Energy S.A. de C.V., which acts as the account holder and certificate marketer for the facility.
This arrangement separates the physical production of renewable gas from the administrative and commercial management of the associated certificates.
That distinction can become increasingly relevant as renewable gas markets develop because physical fuel sales and environmental attributes may have separate contractual, reporting and verification requirements.
Registry infrastructure expands Mexico’s RNG market access
CleanCounts’ registration of Brimex extends its fuel-attribute tracking infrastructure into Mexico’s emerging RNG market.
The registry says its system assigns each certificate a unique identifier and tracks it through retirement, with the objective of ensuring that a unit of clean energy is counted only once. Its public registry information also states that the fuels registry covers biogas, RNG and hydrogen and supports carbon-intensity data verified by independent reporting entities.
For Mexican biomethane producers, such infrastructure could become relevant when seeking buyers that require documented environmental attributes alongside physical renewable fuel.
However, a certificate registry does not by itself determine the commercial value of RNG or guarantee market demand. The value of the underlying fuel and associated attributes will continue to depend on applicable regulations, buyer requirements, verification standards, offtake arrangements and market conditions.
Bioenergy Business Analysis
Brimex’s CleanCounts registration is significant because it addresses a different part of the RNG value chain from production technology or permitting: environmental-attribute accounting.
The Lagos de Moreno project already combines several waste streams with anaerobic digestion, electricity generation and biomethane production. The registry adds a mechanism through which the renewable characteristics of that output can be documented and tracked independently. That creates a clearer distinction between the physical molecule and the environmental claim associated with it.
The development is particularly relevant for Mexico because the country is still building the regulatory and commercial infrastructure around biomethane. Brimex’s February 2026 commercialisation permit and September registry registration represent two separate elements of that emerging framework: regulatory authorisation for selling the fuel and third-party-supported tracking of its renewable attributes.
For the wider industry, the key issue will be whether other Mexican biogas and biomethane projects can achieve similarly robust measurement, verification and traceability. If registry-based accounting becomes more widely adopted, it could help renewable-gas producers demonstrate environmental attributes to buyers operating across borders. The extent of that opportunity, however, will depend on how certificate recognition, regulatory frameworks and buyer demand develop.
