HPSEBL floats ₹3.05 crore tender for 1 MW green hydrogen plant support in Himachal Pradesh

HPSEBL has invited bids worth ₹3.05 crore for operational support to the HPPCL-OIL 1 MW green hydrogen project and strengthening of its associated 33 kV feeder in Himachal Pradesh.

Himachal Pradesh State Electricity Board Limited (HPSEBL) has floated a ₹3.05 crore tender for providing system operation and service support to the HPPCL-OIL joint venture’s 1 MW green hydrogen plant at Village Nasrali in Himachal Pradesh, along with strengthening of an associated 33 kV power feeder.

The tender, identified by Tender ID 2026_HPSEB_145033_1, covers support for the 1 MW green hydrogen facility and the re-strengthening of the existing 33 kV Green Ply Feeder originating from the 66/33/11 kV substation at Baglehar. The work comes under HPSEBL’s Electrical Sub Division in Nalagarh.

HPSEBL published the tender on 6 October 2026, with bid submission opening on 7 October and closing at 11:00 am on 14 October 2026. Bids are scheduled to be opened on 15 October.

Tender covers plant support and 33 kV feeder strengthening

The tender has been issued under reference CEO/MC/T No 04/SOP M/s HPPCL/2026 by HPSEBL’s Chief Engineer, Operation, South, Shimla.

According to the tender description, the selected contractor will provide SOP support to HPPCL OIL JV for the 1 MW green hydrogen plant and undertake re-strengthening of the existing 33 kV Green Ply Feeder from the Baglehar substation.

The tender is listed as an open Tender cum Auction under the services/procurement category, with an estimated value of ₹30,474,732, or approximately ₹3.05 crore. The required EMD is ₹304,747, while the tender fee is ₹2,360.

The bid validity period is 180 days, while the stipulated contract completion period is 365 days, according to the tender information available for the procurement.

HPPCL-OIL project already under development

The tender is part of a wider green hydrogen initiative being developed jointly by Himachal Pradesh Power Corporation Limited (HPPCL) and Oil India Limited (OIL).

Himachal Pradesh’s Economic Survey 2025-26 states that the state government and OIL had agreed to collaborate on alternative-energy projects, including green hydrogen, and that the EPC tender for a 1 MW green hydrogen plant at Dabhota, Nalagarh had been awarded on 9 September 2024, with execution in progress.

HPPCL’s own project information also identifies the 1 MW green hydrogen facility as a pilot project being developed in collaboration with OIL.

OIL’s annual reporting similarly records the development of a 1 MW green hydrogen plant at Dabhota, Nalagarh, in collaboration with HPPCL.

The newly floated HPSEBL tender therefore represents an associated electrical and operational-support procurement, rather than the initial EPC award for construction of the hydrogen production facility.

Project location and plant references

The current HPSEBL tender describes the hydrogen plant as being at Village Nasrali and refers to the facility in connection with M/s Indag Rubber and the Green Ply Feeder.

Earlier state and company documents have referred to the broader 1 MW HPPCL-OIL pilot project as being located at Dabhota in Nalagarh, Solan district. The difference in site descriptions has not been independently resolved in the material available for this report, so the current tender’s location wording is retained without assuming that Nasrali and Dabhota refer to precisely the same site.

Earlier reporting on the project said the 1 MW plant was designed to produce around 423 kg of green hydrogen per day, with annual output projected at approximately 154,395 kg. The project was expected to use renewable electricity for electrolysis.

Those production figures relate to the underlying HPPCL-OIL project and are not capacity specifications contained in the new HPSEBL tender.

33 kV network strengthening to support the facility

The electrical component of the procurement involves strengthening the existing 33 kV Green Ply Feeder, which emanates from the 66/33/11 kV Baglehar substation.

The requirement highlights the importance of grid infrastructure alongside hydrogen production equipment. Electrolysis-based hydrogen production is electricity-intensive, making reliable power supply and appropriate distribution infrastructure important elements of plant operation.

The tender links the feeder work directly with operational support for the HPPCL-OIL green hydrogen facility, suggesting that HPSEBL is addressing the electrical infrastructure required for the project’s operating phase.

HPSEBL has specified a three-cover bidding system. The tender information indicates that bidders must submit the required fee documentation, technical and commercial information, and financial price bid through the prescribed process.

Green hydrogen forms part of Himachal’s wider clean-energy programme

The HPPCL-OIL project forms part of Himachal Pradesh’s broader push into alternative-energy technologies.

The state’s Economic Survey records the 2023 collaboration with OIL as covering not only green hydrogen but also solar energy, compressed biogas, geothermal energy and other emerging renewable-energy sectors.

For HPPCL, the 1 MW hydrogen facility represents a pilot-scale project that can provide experience in electrolysis, renewable-power integration and hydrogen handling before larger projects are considered.

The latest HPSEBL procurement adds an electrical-network and operational layer to that development, connecting the hydrogen facility with the state’s distribution infrastructure.
