Jordan signs MoU with China’s UEG Green Hydrogen for $1.155 billion project

The Ministry of Energy and Mineral Resources of Jordan has signed a memorandum of understanding (MoU) with China’s UEG Green Hydrogen Development Holding Limited to conduct a feasibility study for a green hydrogen production project valued at $1.155 billion. The agreement was signed on Sunday by Jordan’s Minister of Energy, Saleh Kharabsheh, and Lei Guimin, Vice President of United Energy Group (UEG), according to a statement released by the ministry.

The study will assess the feasibility of producing 200,000 tonnes of green ammonia annually, intended for export. This process will rely on desalinated seawater and renewable energy sourced from strategic locations across Jordan. Key aspects of the study will include land requirements and the definition of technical stages aimed at ensuring cost-effective production, the statement said.

Jordan’s Commitment to Clean Energy and Private Sector Collaboration

Minister Kharabsheh emphasized that the MoU marks a significant step in Jordan’s transition to clean energy. He further noted that the agreement aligns with the government’s broader commitment to supporting private sector participation in the development of green hydrogen.

The ministry has already identified the proposed site for technical studies, with Kharabsheh also expressing the government’s openness to further collaboration with UEG in the gas and petroleum sectors.

UEG Green Hydrogen’s Regional Expertise and Investment Plans

UEG’s Vice President, Lei Guimin, expressed gratitude for the ministry’s trust and highlighted the company’s regional experience, particularly in Iraq over the past two years. He assured that this experience demonstrates UEG’s readiness to invest in Jordan’s green hydrogen sector.

The project is in line with Jordan’s broader strategy to attract foreign investment and establish itself as a regional leader in renewable energy and sustainable fuel production.

Strategic Framework for Green Hydrogen Development

In July, Jordan’s Cabinet approved a comprehensive framework designed to accelerate the development of green hydrogen projects across the Kingdom. According to the Jordan News Agency, Petra, the framework outlines a strategic vision for positioning Jordan as a regional hub for green hydrogen production.

The Ministry of Energy and Mineral Resources prepared the framework, which highlights Jordan’s natural advantages — including abundant solar and wind energy resources — and its vast, underutilized land. These factors make the Kingdom an attractive destination for investment in this emerging sector.

Vision for a Green Hydrogen Hub

The framework emphasizes the country’s potential to become a key player in the green hydrogen market, describing the effort as a strategic step toward positioning Jordan as a regional center for green hydrogen production. By leveraging its renewable energy resources and favorable regulatory environment, Jordan aims to attract both local and international investments in the sector.

The initiative is part of Jordan’s broader vision to foster sustainable energy solutions and contribute to the global transition toward cleaner energy sources.
