Noida plans 12-acre waste-to-CBG plant in Sector 80

The Noida Authority plans to establish a waste-to-CBG plant in Sector 80 to process the city’s growing horticulture waste and reduce pressure on existing dumping sites. The proposed facility will be developed on a 12-acre land parcel, with the selected operator expected to make it operational within 18 months of the appointed date.

Noida currently generates an estimated 100–120 tonnes of horticulture waste each day, according to authority officials. Much of this material is transported to dumping grounds in Sectors 32 and 105, where limited capacity is creating difficulties in waste collection, disposal and decomposition.

The proposed horticulture waste-to-CBG plant project is intended to shift the city towards processing organic waste rather than relying on dumping locations, while producing compressed biogas as an energy product.

Noida invites agency to develop and operate CBG facility

The Noida Authority has issued an expression of interest (EoI) to select an agency for the project.

Anand Mohan Singh, deputy director of the Noida Authority, said the authority had identified the 12-acre site in Sector 80 for the proposed waste-processing facility.

Under the proposed arrangement, the selected agency will be responsible for designing, financing, developing and operating the facility during the contract period. The initial contract will run for 12 years, with a possible extension of up to three additional years.

The project will receive horticulture waste collected from across Noida before it is segregated and processed for conversion into CBG. The operator will also be responsible for managing residual material generated during processing.

Project to address pressure on existing dumping sites

The development comes as Noida’s existing horticulture-waste disposal infrastructure faces increasing pressure.

The authority currently sends horticulture waste to sites in Sectors 32 and 105. Officials said these locations are already operating beyond capacity, making collection and disposal more difficult.

The Sector 32 dumping site has also been associated with repeated fires and pollution concerns. In March 2024, a major fire at the site reportedly continued for almost five days. Around 150 firefighters, 15 water tenders and more than four million litres of water were required to bring the blaze under control.

The proposed facility will therefore have a dual role: processing newly generated horticulture waste while also addressing material already accumulated at existing disposal locations.

As part of the project, the selected agency will be required to extract and transport legacy horticulture waste from the existing dumping sites for processing.

Horticulture waste could become CBG feedstock

The project is centred on converting horticulture waste into compressed biogas, providing an alternative route for managing organic material generated from activities such as urban landscaping and horticulture maintenance.

The selected operator may also source horticulture waste from other sources, according to the authority, with the objective of improving the project’s sustainability.

For the wider bioenergy sector, the proposal illustrates how urban organic waste streams can potentially be integrated into local renewable-gas infrastructure. Rather than treating horticulture residues solely as a disposal problem, the project seeks to use the material as a feedstock for CBG production.

However, the project’s commercial and operational performance will ultimately depend on factors including the availability and quality of feedstock, segregation efficiency, plant design, management of residual material and the ability to maintain a consistent supply of horticulture waste.

Facility expected to be operational within 18 months

Following appointment, the selected agency will have 18 months to make the facility operational. The authority’s EoI process will determine the agency responsible for taking the project through design, financing, development and operations.

Further project details, including the plant’s planned CBG capacity, technology configuration, investment requirement and expected production volumes, were not provided in the source material.

Bioenergy Business Analysis

The Noida project could provide a new outlet for a substantial municipal organic-waste stream while creating infrastructure for CBG production. Its proposed 12-year operating period, with a potential three-year extension, also indicates a relatively long-term operating framework for the selected agency.

A key consideration will be whether the 100–120 tonnes of daily horticulture waste can be consistently collected and supplied to the plant at the required quality. The provision allowing the operator to source additional horticulture waste could help broaden the available feedstock base, although the source material does not provide details on the proposed plant’s CBG production capacity, investment value or expected gas output.

The project also combines waste-management objectives with renewable-energy production. By including legacy waste removal alongside the processing of newly generated horticulture waste, the authority is seeking to address both current waste flows and accumulated material at existing dumping locations.
