Ontario is investing more than $1.1 million in five Indigenous-led forestry projects aimed at developing forest biomass energy, wood processing and workforce capabilities, with the initiatives potentially creating more than 200 jobs over the longer term.
The funding is being provided through the Indigenous Bioeconomy Partnerships stream of Ontario’s Forest Biomass Program. Together, the five projects could generate annual demand for more than 100,000 tonnes of mill by-products and underused wood, according to the provincial Ministry of Natural Resources.
The investments cover biomass-to-biofuel planning, a proposed biomass-fired electricity facility, biorefinery development, wood-energy infrastructure and forestry workforce development.
Five projects target biomass, energy and forestry capacity
Constance Lake First Nation will receive $250,000 to prepare plans for an adaptable energy system designed to convert forest biomass into biofuel.
Apitipi Anicinapek Nation is receiving another $250,000 to assess forestry opportunities and strengthen its workforce through skills assessments and training workshops.
Webequie First Nation will receive $250,000 for planning and capacity development linked to a proposed 25 MW community-operated electricity facility powered by forest biomass.
A further $250,000 has been awarded to Wanagekong Biiwega’iganan Clean Energy Corporation to assess biomass supply, complete permitting and develop partnerships for a planned biorefinery.
Kasabonika Lake First Nation will receive $158,750 to plan a wood-energy and sawmill programme intended to reduce diesel consumption and improve energy security.
The projects are at different stages of development, with several awards supporting planning, feasibility, permitting or workforce preparation rather than immediate construction.
Biomass demand could exceed 100,000 tonnes annually
The five initiatives could collectively create annual demand for more than 100,000 tonnes of forest biomass, including mill by-products and wood that is currently underused.
That potential demand links the projects not only to renewable energy production but also to the development of local forestry supply chains.
For communities pursuing biomass energy, securing an appropriate and reliable feedstock supply is a fundamental requirement. The Ontario funding therefore includes both energy-project development and activities intended to strengthen the capacity needed to support those projects.
The planned developments also span several end uses. These include biofuel production, electricity generation, biorefining and wood-based energy, rather than relying on a single biomass technology or market.
Ontario expands Indigenous bioeconomy funding
The latest awards bring Ontario’s investment through the Indigenous Bioeconomy Partnerships stream to close to $5 million across 22 projects since the Forest Biomass Program began in 2023.
Across the wider Forest Biomass Program, the province has committed more than $87 million to 79 projects. Those projects have secured close to $280 million in additional external funding, while the programme has created more than 115 jobs, according to the source material.
Ontario has also provided $250,000 to the Indigenous-led Lake Nipigon Forest Management Incorporated biohub to centralise wood supply. A further $200,000 has been allocated towards development of a forest biomass-powered energy facility.
The funding forms part of a broader provincial approach to developing forest-resource value chains while supporting Indigenous participation in forestry and bioenergy projects.
Forest biomass projects target energy security
Several of the newly funded projects have an explicit energy-security component.
Kasabonika Lake First Nation’s proposed wood-energy and sawmill programme is intended to reduce reliance on diesel, while the Webequie project is examining a community-operated biomass electricity facility.
The Constance Lake project, meanwhile, is focused on developing an adaptable energy system capable of converting forest biomass into biofuel.
These projects indicate different potential roles for forest biomass within community energy systems, from electricity and liquid or gaseous fuel production to local heat and wood-processing applications.
Bioenergy Business Analysis
The latest funding round shows how forest biomass development can combine energy production with local resource management, skills development and industrial capacity. The potential requirement for more than 100,000 tonnes of biomass annually across five projects is particularly relevant because the viability of such projects depends on developing dependable feedstock supply chains alongside generation or processing infrastructure.
The funding is also concentrated substantially on project preparation rather than completed facilities. Feasibility work, permitting, partnerships, workforce development and biomass-supply planning will therefore be important steps in determining how many of the proposed projects ultimately progress to construction and operation. For Indigenous communities, the projects also demonstrate how forest resources can be linked to local energy security and value-added processing.
